If there is an account log in on the Fiver website, if I download the Fiver app on my PC and log into the same account, will it be a problem to have the same account login on both the website and the PC app?

No problem. As you will still have remain under the same ip  address. When you will log into your account in a device which was used previously to open another fiverr account, that will get you banned. Other than that you are good to go.

No, fiverr ip only one use, do not use too much fiverr id only one ip.
