Will the New Fiverr Level system Demote the Exisiting Sellers?

I was away for some days and I just saw that Fiverr is going to introduce the new seller levels.

But it's not clear on what terms they will be demoted or promoted.

Like if a person has done his hard work and came to the top-rated seller will he be demoted as well?

Not sure what the criteria will be, If anyone has any ideas please share.

I think with this new level, the answer is yes.
But let's wait for the time when it got implemented or maybe any Fiverr staff here to explain.
I'm not the expert here.
