Why Fiverr take a % from tips

Honestly I don't understand why the platform takes away a percentage from tips... Those are not part of the order, they are gratitude towards the seller... For the good job they made...

Like I got 35 USD tip but at the end I only recieve 28 USD. I don't think it's fair towards any seller!

Would gladly hear anyone's toughts on this topic!

Primarily because if they waive the commission on Tip - Sellers will manipulate the system by charging rock-bottom prices on the orders and seek/expect money in the form of tip!! 

I'm relatively young on the platform but quite possible that this has happened in the past and Fiverr adapted to ensure fairness.
