You do not need a business license to work on Fiverr. 

It takes 14 days from the date a buyer completes an order before the funds appear in your bank account. 

The challenge is to create a profile and gigs that will interest buyers enough to purchase what you sell. It took me 45 days to get my first order. Some sellers never get an order and some get an order the first day they post a gig. I believe @filipdevaeregot orders quickly. But he studied Fiverr and the market for a long time before he opened his first gig.
