Can i report a fake expert?

Fiverr appears to have alot of fake experts with flawless reviews, i am not sure if these fake experts are also scammers...

Can and should i report a seller who claims to be an expert but could NOT even understand simple programming concepts and instructions?

Not sure if they are scammers, but more than 90% sure they were NOT the kind of experts they claimed they were.....
