Hello Sir... I am new to Fiverr. I created a GIG and I one or two mails asking me to contact them on telegram. Do I need to communicate with them on Telegram to fix an offer? Plz help me

Telegram=scam.  These buyers are probably looking for free work.  There is no need for off-Fiverr communication and it is not allowed. Feel free to report any buyer who asks for similar.

They are scamer. Don’t contact them on Telegram. All communications must be done into Fiverr platform according to Fiver rules. Also never share your contact information with buyer.
