My gig is not available for promotion, and it shows this message: 'This Gig will start promoting once it’s back to being promotable.' I already meet all the conditions and have a 5-star review and know i level one seller  ??

Possibility: Your gig might not be eligible anymore for promoted gigs due to additional quality metrics and some buyers might have left you negative private reviews. Keep delivering quality work, hopefully it will come back soon once you are eligible for it, so wait for it.

You are evaluated for Promoted Gig participation eligibility according to the following standards:

• You are a Level 1 Seller, a Level 2 Seller, a Top Rated Seller, or a Pro seller
• Your Gig scores are 4.7 in the public rating
• Your Gig has at least 20 reviews. Pro Gigs and Top Rated Sellers' Gigs require only 5 reviews
• You meet additional quality metrics

All services are eligible, excluding: 

• The Legal Consulting service category entirely
• Tax Consulting services from the Financial Consulting service category
• Accounting & Bookkeeping services from the Financial Consulting service category
• The Legal Writing service category entirely

You also needed to match these "quality metrics" such as buyer satisfaction (buyer satisfaction does not mean simply getting a 5-star review) etc.
