"I can't pre pay you"

I've had two people contact me who were out of town and wanted me to photograph something in my city...I'd ask all the questions, vague answers would come back, I'd send an offer with specifics and I'd get a message from them that payment can't go through...and a screen grab of some sort saying as much from the Fiverr site. This is all before they approve the offer. So...is this a scam or just uninformed users?
