Are there spam clients on Fiverr? Someone is asking different types of questions and requesting documents but hasn't started to work or given the order.

That's not a client. A client actually starts an order and offers the right documentation. These are just spammy leads that most likely will not go anywhere.

It is against fiverr recommendation to start working on a project before an order is started. If you adhere to this, you would definitely avoid spammy buyers. Just ensure you communicate these to them politely.

spam buyers are here. be careful. but all time message reply. because if you don't reply, your response rate is down.

Yes, but be carefull when you will conversion with clients. you will understand client is real or fake by his/her behaviour. If you think client is fake or doing spaming with you, then you avoid the client and block.
