You can't download or you can't open it? It seems to be an XML file.

If so, did you try to open it with MuseScore (free), Sibelius, Finale or an online platform for opening MusicXML files?

you can politely tell him to send it properly again and include a screenshot that it's a XML file not a audio file

I believe the hosting site is broken or the client gave you the wrong one! You may just request that the client provide you with a workable File!
