I am SICK of Fiverr's CS over Withdrawal of my Earnings

I made about $100+ and wanted to withdraw to my Paypal account but I was not able to withdraw it due to one specific reason shown in the attachment.

I politely tried to explain this to fiverr's customer support but no one is trying to understand my concern, rather they give me some of their guidance links. I did followed but still the same.

Why fiverr team is so ignorant when it comes to Withdrawing earnings?

Any thoughts?
