Level 2 seller getting 0 clicks and 0 impressions even though my account is 4.9 Starts!!

Did this happen to anyone ? I tried contacting support and they said the problem is because of low quality of work! 
But I have 49 Stars which is impossible and all my clients are happy with the work I offer otherwise why would they give stars? 

It's really frustrating to not get any orders for almost a year now. Only my old clients can communicate with me and place orders. 
this is ridiculous.
please help
