Top Rated Seller is actually a manual process and hand-picked by Fiverr Team so if you have completed the TRS requirements, then it does not mean that you will be awarded with its badge on the next month's evaluation. Several things are needed to be considered for this purpose like BSR, Performance Scores, Quality metrics along with other stats (like Order Completion Rate, Delivered on Time, Inbox Response Rate, Reviews etc.). 

So you should not focus on it. It may take months or years to become a TRS. Focus only on delivering quality services and completing orders. Good Luck
