complain about a virtual assistant's behavior and rude communication

If your Customer will fire you will be ice to handle him. To manage a rude customer will be your best experience. You should not rude with them. Finally if you think he is your out of control then you can report message. 

If he already created an order then better you should follow his instruction to completed the order. Then rate them according to their behaver. If you think you have to cancel the order then contact  Fiverr resolution center.
