Giving a bad rating to buyer: Is this a bad choice as they can give bad private feedback in return?

Hi,

A buyer is using the advantage of order cancellation and is making me provide additional work even tough the requirements have been completed. If he accepts order and even provides good rating but I go on to give a bad rating on his profile, can't he just put a negative private feedback in return just for revenge? Even if his initial feedback was good.
If this is possible then sellers really can't do anything on Fiverr. 

What should I do? Give him a bad rating and let other know what he is or just stay quiet.
