"Don't Refresh The Pages Too Often"

In fiverr updated rules it is said that Don't Refresh the Pages Too Often. Can someone please elaborate it briefly? Basically we refresh pages manually to become active.

I haven't seen that in rules but maybe, you know, only maybe it's Fiverr saying being online doesn't matter? 

I don't know, it's not like they have said it several times prior.

(Technically thinking I'm guessing it might actually be messing with the site if so many people are refreshing so often?)

Most probably,

So many sellers using 3rd party tools to refresh pages 24/7 thinking that will bring them sales.
