I'm not gonna give up. I'm gonna keep switching up my gig titles and keywords, leaving it for a week, then checking back

This will only make the situation worse. Why don't you spend some time researching and understanding the market trends in your gig category and then set up a good title and keywords all at once (instead of frequently changing them)?

Also, the real problem may or may not be your title or keywords. It's that you're providing data entry, content writing, and image designing gigs, which are already over-saturated (due to AI and the high number of sellers on the platform). You created your account in 2020 but still have 0 reviews, so the question is: why should Fiverr give you a chance and why should people hire you instead of thousands of other sellers who are already performing better?

The solution is: target a less-competitive market. Instead of saying "I will create the website content", you could say "I will write your privacy policy"..."I will write your landing page content", etc. And try to get some orders from outside the platform (from your social media clients or if any friend can help you get new clients), because that way at least you will some metrics score & reviews on your profile to prove Fiverr that you also deserve a chance. Simply sitting idle waiting for orders from the FIverr algorithm doesn't always work for everyone.
