On Fiverr yes they choose the gig for promotion. basically, they choose those gigs which you got orders for and performed well at sometimes.

• You meet additional quality metrics

All services are eligible, excluding: 

• The Legal Consulting service category entirely
• Tax Consulting services from the Financial Consulting service category
• Accounting & Bookkeeping Services from the Financial Consulting service category
• The Legal Writing service category entirely

You can not start promote gig unless fiverr team eligible your gig as promoted gig according  their criteria.

You can not promote all your gigs (Until eligible), fiverr will only show those gigs that are eligible, and in there, you can choose which one you want to promote.
