Buyer didn't share changes required in the revision request and said I will get back with the changes.

I am facing a difficult situation in which the Buyer asked for revision and in the revision message, he said , "Hello, I'm still reviewing document but need a few revisions. I'll go through it shortly. Also, would love to work with you again and do another project with you"

But, since last 20 days almost, I am still waiting for the changes required. During this time, a brief communication happened by the Buyer that he was sick.

What should be the way out, as I delivered a fully functional project and if the Buyer will not respond anymore then will this order be cancelled?

If is it so, then this is a loophole to fraudulently act after getting the end product. Please share your experiences and any guidance.

Well it's not exactly a fraud if the order is still active. It would be fraud if they would use your stuff and ask for a refund, which some people do. Only Fiverr can help you here, but even then, they can't force people to accept your work. You could also contact your client I guess and ask them if you can assist, since there were no guidelines for the revision.
