How to create gigs with a lower base price

Hi I am trying to make a gig for website development. I am new to this site so I know that I need to prove myself and build up my profile before I can start charging more.

I haven't had any interest in my gigs at a higher price so I wanted to post my gig for only 5$ to guarantee that I will get at least some clients so I can build up some positive reviews. There are other people in this category with gigs for similarly low prices, however whenever I go to make a gig it says that I need to make it at a minimum of 80$.

I don't understand why I can't make my gig less expensive like the people in the screenshot did.
