Abount My Banned Account

I placed my first order on Fiverr a while ago, but my account got banned for a violation. I'm not sure what I did wrong. I created a new Fiverr account, made new gig thumbnails, and published a gig, but that gig was also denied. My gig was called 'I will Design a Custom Vehicle Liverys On GTA 5.' After 90 days, Fiverr emailed me about withdrawing money, which I did. Now I want to create another account and start fresh. Can I do that? Also, if I earn money on the new account, can I withdraw it to the same Payoneer account I used for the banned account's money?

You can only have a single account. If it's banned, you can't just go ahead and create a new one. Why would Fiverr ban you from the platform while also allowing you to create a new account? Makes no sense.
