1) Set your gig professionally. 
2) Your gig should attract clients and the conversion rate should be good. 
3) Provide excellent service and customer support. 
4) Fulfil and exceed your promises to the clients.

The answers you have been given so far are completely wrong.  There is only one way to get on the first page, it is to outsell the people who are already there.  Fiverr rewards the sellers who make them the most money.  Anything else is nonsense.

You can range your gig on Fiverr's first page by taking these steps-

1) Marketing your gig on social media.

2) Create your gig by Fiverr recommendation.

3) Active on Fiverr.
