Fiverr Promoted Gigs Eligibility?

I Have A Doubt regarding the requirements for promoted gigs. I saw that Fiverr Promoted Gigs needs 20 + reviews per gig to be eligible for promoted gigs. But, I have seen many people have got it with just 10 reviews for a complete account. Am I Eligible?

I Have only a 4.5 rating for my best gig. If I make it 4.7+, Will I Be Eligible?

I also got promoted gig eligible before 20 reviews. I hope there is also fiverr internal Judgment  on Gig service quality.
Again, many gigs do not qualify as promoted gigs even with more than 20 reviews.

You are evaluated for Promoted Gig participation eligibility according to the following standards:

• You are a Level 1 Seller, a Level 2 Seller, a Top Rated Seller, or a Pro seller
• Your Gig scores are 4.7 in the public rating
• Your Gig has at least 20 reviews.

If you are a level 1 seller and have also joined Seller Plus, then maybe you can promote the gig
