Promoted Gigs issue

For the last 60 days, I got 652 impressions and 21 clicks on my promoted gig but no response into my inbox from any clients. I am confused why the promoted gig option not working. I have more than 100 sells from this gig and 84 positive ratings as well. Is there any way I can fix this issue and increase my sells again.

Maybe you don't put enough daily budget,21 click its a very low amount of clicks in 2 months.
