Client wants me to do a project on upwork

I'm super new to this so I don't know if this is allowed. The customer wants me to go on upwork to hire a developer. They want me to compensate the freelancer through my upwork client account and they're saying that they'll transfer enough funds in advance. What do I do next? Do I create an offer. I don't really offer anything like this in any of my gigs so I'm a little stumped.

I guess I should also say that I'm currently communicating with another potential client and they are giving me so much detail but the other client is being very vague so I don't know what to do you guys.

You are a new on Fiverr, It is against TOS. Fiverr can block your account. Read TOS

Oh my goodness okay thank you so much. I'm going to go find the TOS right now. But I'm just surprised because the client has a four-star rating.

seems like scam... report the message and block the user.

I'm trying to figure out how to block this person but I can't. I'm a little nervous to let them know that what they're wanting me to do is against the rules.

just block him, and do not ever respond to this kind of message

1. scammers will say contact on telegram

2. suspicious links ( weird links that take you to unsafe websites)

3. please email us ( requesting to email)

there are more and fiverr will automatically block most of them.

It is strongly against Fiverr TOS. Please avoid this.
