fiverr deducting amount for first time promotions discount!!

why Fiverr is deducting an amount for first-time promotions for creating a custom offer for the buyer on that particular promoted gig when in the first-time buyer promotion guidelines it is clearly stated that 

" 

1. Promotions will only be applied to the active Gigs that you select.
   Note: Buyers can’t combine this promotional discount with Custom Offers, Seller Coupons, or any other special rates. " 

Here it clearly states that the promotion will only be applied when bought directly from the gigs, not on the custom offer or any special rates.
