Gig can not be promoted

In my profile , I am unable to get my gigs promoted 
Your Gigs cannot be promoted right now. We'll notify you as soon as this changes.
My gigs are deranked even i remain active/Online on Fiverr.  I am not even receiving any message. My response rate is 14 Hours . Is that because of that i am not able to promote the gig ? I am not receiving message due to which i am also not able to improve my response rate ..


Questions
Can i use Facebook / Instagram Ads, are they effective for gigs?
Will gig SEO service help if they are deranked ..
