SOS! Why won't my gig publish?

I have gone through all the steps required, including passing the English exam and completing the W9 Tax Form... so why is it when I go to the final step, the button to 'Publish' won't let me click it? (See attached screenshot)

It won't even let me "Save & Preview" in the upper righthand corner... 🤔
