Why Fiverr sellers do not use 'Limit Order' and 'Pause' for Gigs if there are not taking orders?

Today I was very much interested to purchase some gigs where as I decided to spend at least $6000 for my small business. After contacting some sellers I found these sellers are not Experts or even Professionals who doesn't follow the Fiverr's rules.

One of the seller who says that is not available to take order due to some reasons is not using Fiverr's 'Limit Order' and 'Pause' for Gigs option. Generally speaking, isn't that violating Fiverr's rules?

How will Fiverr help me with my projects or transactions if it doesn't play by its own rules?

I left Upwork platform to find better professionals here and it looks like I won't be able to. Even fiverr chat support would not do anything about it.

Very skeptic about this platform's broken system. Leaving the platform for next 2 months or more and see the changes next time.

No, it's not violating Fiverr rules. There is no rule that says a seller has to take every order from every buyer. They may be available for orders... just not yours. Maybe it was too big, or a topic they don't want to touch, etc.

At times, most sellers are scared especially when the buyer is a new user on fiverr, and it makes matters worse when such buyer is too "inquisitive". This is a red flag for some sellers as such buyers might end up rejecting the work (Well, this applies to sellers who are not confident of themselves).
