yes. A buyer trying to blackmail me, I think.  
Endless order with lots of revisions. 
I requested him to send a refund request as ordered by mistake. but not sending. He said he likes my work but not accepting. 
He is testing his website design in various different ways and complex functionalities. 
The order was made directly without knowing me. the requirement was simple after delivering the order he is sending more and more complex task. He didn't ask me before placing the order? functionalities that I can provide or not?

ofc he should be , some clients are now openly blackmailing sellers + if you report that you risk of losing the account

Why didn't you send a cancellation request yourself?

Address the issue to Support and see how they handle the issue, In the meantime deliver the work and make sure you get a positive review, and then if you no longer wish to work with him/her you can always decide to block the person being able to add more orders. 

But I would be super careful with shouting out that a buyer is blackmailing you. 
it is a pretty big thing to say such things in public.
