System administrator and server manager for linux setup migration

Hi, i have my websites hosting on dedicated server. my website have thousands of visitors every day and my websites have hundreds of thousands of folders and files with more than 20TB content size.
So there is no room for error, this work is only for highly experienced professionals who have done this before.

i want buy new unmanaged server and i want system administrator or server manager to setup my Server requirements and i want to do migration from old server to the new server. and bring my website online on the new server. the

server requirements is in the attached file.
that requires a high-degree of accuracy.

my question is, who can do this job best? system administrator or server manager or what?
also how can i choose the right person to work on this?
