Do some promotions using social networks like Facebook & Twitter (Twitter works best for me) Also complete your profile until it shows 100% completed. Try to be online as much as possible using the Fiverr mobile application until you have developed a good customer base. Follow these and you will soon start getting sales on Fiverr.
