How to Make Custom Offer?

I am trying to make a custom offer to someone, but the button is not there. All the support resources on Fiverr just say to click the "create offer" button in the inbox, but it simply doesn't exist. How do I create a custom offer?

Have you tried to refresh the page to check again?

Yeah. I've tried different browsers too. I even downloaded the app on my phone. The button is not on any of those. Could it be because my account is only a week old?

Check messages of other buyers that is the button still there or not?

Refresh your browser on restart your system or logout and login again.
