Why am I not being upgraded?

I meet all the parameters to be a Top Rated Seller, I have already passed 2 review periods and I am still not upgraded.

Does anyone know why this is happening?

Well, I became a level two seller over 6 years ago. Still a level 2 seller and has never been demoted. Fiverr keeps saying they pick manually. Meanwhile, people that started selling "yesterday" have become TRS. Doesn't make me feel any good. All I know is that there is nothing I can do about it because I have met all the criteria three times over. Maybe one day, the Fiverr gods will smile on me.

Also, the $5 pricing is under what Fiverr seeks in top rated seller.
