The forum is just for chatting and is only a small section of sellers and buyers.  Have you searched developers on the main site?

All three hearts were from new users seeking to improve their forum reputation by liking every post they see. (Note I did not say read; that is not a requirement to hearting a post.

You could look on the main Fiverr site in Programming & Tech->Software Development or Programming & Tech->Software Development->Web Application

or on the main site you could click on "Post a Request" under "Get matched with sellers for your project." near the top left of the home page, which will try to find the right gigs/sellers based on what you enter.
