My Gig Image Wont Upload

i cant upload mu picture to be the gig photo. i tried the minimum requirements to the maximum size. im using jpeg like that said they can do. im using photoshop to resize the image and still saying is not the right size. i tried to refresh everything and even used a different browser. all are saying that im not using the requirements. from 712x and 430 to 1280x 769. to the requirements back in 2013 and to now. all saying that i dont have the right image size.
