Is re-creating an existing website on Figma for buyer against FIverr TOS?

Hope you are doing great!

I wanted to know If a buyer asks to recreate a website or section of a website that exists on the internet to re-design on a design tool like Figma or Sketch does that violate any TOS?

Well no one here will be able to offer a definite answer other than Fiverr customer support. That being said, recreating and duplicating stuff is a bit sketchy, why not create a new website instead of recreating someone else's work?

Buyers specifically ask to re-create a design or an image/screenshot of a section.

Update for anyone who also wants a resolution on this topic, 

I contacted support and they did let me know that
"This service is allowed as long as you are editing files that are not legal or official documents because that is not allowed."
