If an internet connect from an ONU to a hub/switch and switch to a router and another line is taken directly switch to a laptop where the IP (e.g:132.345.342.45) will be different, then can 2 accounts of the same category be allowed?

Multiple accounts from the same person are NEVER allowed on Fiverr. You can only have ONE account.
