I got such a message. I don't understand is this a warning or an algorithmic message? The last time a client of mine placed 2 orders for 1 hour of work, is that because of this? Is it because it's a quick job?

Pretty much everyone got that notification, so they would check out the updated community guidelines and ensure that they're not breaking any rules.
