Why does fiverr deny profile eligibility ?

I have created some accounts before this one and it was not accepted, I did not pass the eligibility status then.
I want to know the reason why it was not accepted

You can't have more than a Fiverr account.

You can't have more than one account..can never be accepted..

It was just one account i created multiple times, I am not saying i have several accounts.
I mean when i was creating the account previously, i did not pass the eligibility status until i created this one and i was able to create a gig
