So it does seem like they can affect ranking based on that.

If you get a buyer and they think that you aren't responding fast enough then they might take that into account when leaving a rating. In the gig ratings shown on the gig page, one of them is "Seller communication level" so a buyer might decide to give a low figure for that if you take a long time to respond.

They can only see the inbox avg response time, not the rate. Though if a low response rate (under 90%) causes a seller to lose a level they they'll see the new level.
