Never enabled promotion yet fiverr is charging me 18% on my order for promoted gig

Hello, I am new to fiverr and not even a level 1 seller. I have completed 2 orders but on both orders fiverr charged me 18% of my order as a promoted gig. Am I missing something because I have never enabled it nor do I have access to it.

Are you sure it’s for promoted gigs? 
fiverr charges 20% on ALL orders
