It leads to screenshots of everything blurred out aside from "Level 2 seller" and "Looks like this service is on hold." You're not missing out on much 🤣

I cant see your screen shots But I would like to assist you about that.
If your order On Hold its mean you buyer place the order but not submit requirements.
So In that case ask your Buyer to submit requirements or if you already know go to order page and start order there without waiting for requirements

Your answer is incorrect. If a buyer still has to submit their requirements, there is a notice stating that.

If a service is on hold, the seller is unavailable or has paused the gig.   

Below is what a notice looks like if a buyer has yet to submit their requirements.
