Are we allowed to send video tutorials and course links of external websites to our potential buyer?

I got message from one buyer and he wants me to help him learn a Tech Stack. Since I don't know how to proceed with that in fiverr so I just recommend the buyer to view any course available out there, but he asked me to provide one which is good. What are the possibilities for this kind of situation.
