I took the test and then quit. I can't do it again I have to wait 90 days to do it again. I can't publish my first ad because I have to wait 3 months to retake the English test. 

Is it possible to retake the test in order to publish my ad?

The same thing happened to me today and I answered everything correctly. I think this page is just a scam. I just wanted to publish an ad to do transcriptions in Spanish and they come up with an English test to answer it and tell me that in 90 days I can take another test and so that they fail me again and never publish anything if you don't want new freelancers, just delete.
