Why U.S English Basic Skills Test?

I am new here. My offer is correcting German texts. Fiverr wants me to do the U.S English Basic Skills Test - why? My offer is not English texts but German texts.

This problem have special some contries .  which countries not use basic english in their contry. But world wide use the English language to share infomations. Then used the basic skill to it. you can to translate basic english to any other language . that is best opption to understand what is the client say and job role.
