Order cancellation as a seller

Does my OCR goes down if I cancel a order as a seller? the buyer doesn't helping with the order.

Yes, your order completion rating will decrease if the seller cancels an order. However, if the buyer is uncooperative and does not send you what you need to complete the order, you can contact CS to cancel it without affecting your stats.
