You are in buyer mode, you need to switch to seller mode, maybe, if it's what I think.

Fiverr did not approve you as a seller, you should check your email. 

Also this is a forum not Customer Support so no one can resolve your problem. You should talk to Customer Support (support@fiverr.com) if you want to clarify your case.
