I paid exequiell1 to recover my Facebook account and he/she took my $100 and has disappeared.

He can’t take your money and disappear. 
when you place an order fiverr holds all funds and seller gets money only after you approve an order and only in 14 days after that 

 

not to mention that that service is against fiverr TOS

Talk to Customer Support (support@fiverr.com). As long as you paid through Fiverr they will be able to look into the order and refund you if the service was not delivered as advertised.
