How can match with get brief

Hello I am new seller in fiverr. I open get brief option but I can't receive any notification in last month.

So I want to know how can I match with get brief feature. And get offer?

Do I have to be a Level 1 seller to receive a get brief ? Do new sellers not get get briefs? I read the reasons for fiver's get brief match. To give get brief, they match by looking at the previous orders. Those who do not have a previous order. Doesn’t he get get brief offer?
